Property Service - Formal Revision 1.0

Description:  This is the common CosProperty service with one hitch: properties are persistent.

Status:  Design

Details:  The implementations of the CosProperty Service have one thing wanting - persistence. The BoilerPlate implementation is being designed with persistence as a major sticking point. The first release will include persistence for MySQL and will be suitable for use as a centralized configuration service for all BoilerPlate based CORBA applications.
